A Preliminary Ecological Appraisal (PEA) was commissioned due to the potential of protected habitats and species on site, to identify ecological constraints and inform the development of mitigation and enhancement measures in line with planning policy.

The PEA concluded that due to the broadleaved woodland adjacent to the north site boundary, it would be beneficial for an avoidance, mitigation, and compensation strategy to be provided, including recommendations for a Construction Environmental Management Plan (CEMP) and a Woodland Management Plan. Due to the long-term management of the woodland under the management plan, it would, in turn, provide an opportunity to deliver a Biodiversity Net Gain and improve the condition of the woodland.

Due to the likely presence of bat roosts within the site, it was also considered necessary to carry out presence/likely absence surveys for roosting bats at the site.

The survey findings indicated that Great Crested Newts and Reptiles are likely absent from the development site, meaning there were no requirements for Stage 2 Ecological Surveys to support the planning application.

Elton Ecology recommended that a scheme of enhancements for roosting bats and nesting birds be implemented at the site ensuring compliance with planning policy.

Planning consent was secured as the Local Planning Authority granted planning permission with conditions to City of Wolverhampton Council.

A Birmingham Live news article reported “there will be 18 clinical staff, 20 support workers and an estimated patient turnaround time of 20 minutes. A total of 65 parking spaces have been planned for the health centre with 20 for the residential development.”
