Services Provided: Biodiversity Net Gain (BNG) Assessment and Preliminary Ecological Appraisal (PEA), Ecological Impact Assessment (EcIA), Construction Environmental Management Plan: Biodiversity (CEMP) and Landscape Ecological Management Plan (LEMP)

Due to no ecological survey reports having been submitted with the application, the Local Planning Authority Consultee for Ecology produced a holding objection, which required Ecological Surveys and an assessment of the biodiversity value of the site, with the site being adjacent to sensitive woodland habitat. The woodland also contained a pond within 250m of the site, which may have contained a population of Great Crested Newts.

Via the proposed scheme of habitat retention, enhancement and creation, our Biodiversity Net Gain assessment showed that a biodiversity net gain in both habitats (64.83%) and hedgerows (20.96%) could be delivered on-site via the proposed development, meaning no extra costs for off-site net gain were required.

Elton Ecology carried out a Preliminary Ecological Appraisal of the site, including a Desk Study and an Extended Phase 1 Habitat survey. The field survey comprised a walkover of the site compiling a botanical species list in order to classify the habitats present, and an assessment was made of the site’s suitability to support protected/ notable species, including great crested newt and badger.

Elton Ecology determined that, via simple avoidance measures and the protection of adjacent habitats during works, there would not be significant impacts on the identified ecological features at the site, while setting out our survey findings and the avoidance measures for the scheme.

The Hinckley & Bosworth Borough Council Ecology Consultee stated that our report and its recommendations were acceptable, recommending that our reasonable and proportionate measures were conditioned, including the avoidance of artificial light spill on adjacent habitats, and buffering sensitive habitats during works.

To enable the development to go ahead at Land South, West of Sutton Lane, it was required to have a CEMP and LEMP to be submitted and approved by the Local Planning Authority, which Elton Ecology were able to assist with. The Hinckley & Bosworth Borough Council commented on the planning application, advising that both plans were deemed acceptable and therefore would discharge the conditions, meaning the development could continue without any delay from Ecological constraints.

Planning consent was secured as the Local Planning Authority granted planning permission.
